http request variable debug level

I noticed in the "HTTP request" configuration options in the "Rules ceator" that there is a "Variable - Debug level" options.
Question 1 :
How does this "debug level" option works ? and what type of "debug" info and which level of detilas we could get from this option ?
Question 2 :
When I click on this option I am asked to buy some credits (9 USD a month !!). Does it mean that I have to pay additional money to debug the rules running on the box ? Do I understand right ?
