Run a rule even if a Sensor is already in trigger state

Hello,
is it possible that a rule fired by setting a virtual sensor to Active (by URL =true) is fired even if the sensor si ALREADY Active ?
I have this kind of rule:
today, I think the box rebooted just before the Sensor has been set to Inactive.
So the Sensor got stuck to Active and the rule never again triggered.
