need help with count and "part of" in rule creator

hello. lets see if a could explain my rule. I am using an fibaro wall plug and it should alert me if current consumption is below 2,0W on a whole week and send me a message, if the consumption has been over 2,0W in a week it should not alert me.
I also want a second rule to message me if the plug has been over 2,0W amount of times in a week or day or month.
