Scheduled lights

I have rules that turn on LED strings, candles and other decorative lights in the evening (and off after midnight). I noticed that one rule that turned on all the lights didn’t work. When I made own rule for each light and every lamp lights up a little different time, the action is more reliable.
What is causing this? Is there a fault in the scheduler?
