Automating Outdoor Lights Based on Luminance and Alarm Status

I’m looking to automate my outdoor lights so they activate when my alarm is off and the luminance outside is low, and turn off when the luminance is high. The goal is to save energy and avoid unnecessary lighting when I’m not at the cabin.
