Decentralized backup configuration for Z-wave network using node direct control.

Reading most of my z-wave devices documentation I noticed they can control other devices without the need of the controller, looking into the device configuration also noticed you can configure the associations for the different groups of each device which may support the direct control of another device. I'm wondering if there is a way to configure this decentralized control but only when the controller is not available this with the only purpose of not interfering with active rules in the controller used to control the same actuator. For example; I have a motion activated light using a fibaro motion sensor and a zipato RGBW bulb, the bulb only turns on if motion is detected and current luminosity is under 50 lux. Looking at the Fibaro motion sensor it can send the basic set frame to another device, in this case the bulb, to turn it on without the need of the controller but, this only depends on the motion sensor not the luminosity. Would be nice to be able to configure this functionality to be active only when communication with the zipabox is not possible.
