How to turn lights on within certain rule.

Hi All,
My name is Marco and i'm from the Netherlands.
Five weeks a Zipabox Owner and let's say i love the product.
Got some Zipato 3 in 1 door/window sensors and got an alarm/siren and some fibaro
dimmers and RGBW controllers.
Reason why i post this is because i wanted to create the following rule but i'm not totally sure
how to create it in the rule creator. I want the following rule:
When luminance is lower then 25% and the time is between 17:00 and 19:00 at weekly days
turn on light to value X or run Scene X. Someone who could show me with a screenshot how it should be done?
