Improvement suggestion: make it harder to accidentally drag a panel out on rule creator

Under Consideration

Just a suggestion for a minor improvement. When I'm trying to scroll in the Device Browser I often accidentally drag a new panel out instead. Kind of annoying. Please add it to your (no doubt very long) to-do list.
