Motion Activated Light based on Time of Day

Need Answer

I'm trying to create a rule that turns on a light to 100% between the hours of 10am - 11pm, but only at 35% between 11pm and 10am. I have the rule working, without the time constraints. Can anyone help with the rest? I'm also a little confused by why I have to use the first When statement. I read that since it's a multi-sensor, it has to be there. Is that true?
