Part of rule not executed - Anything wrong in this rule?

Need Answer

I have a rule to switch on the lights in the Hallway based on motion. They only switch ON when luminance in the hallway is below a certain level and switch off after 3 minutes of no motion detected.

At the same time I want some lights in the living room to blink when motion is detected (i.e. independent of luminance level in the hallway). The part in the rule where I do this is never executed however (see attachment).

Any ideas why?

The rule is currently filled with messages just to check the execution of it - I get the messages outside the red box - but never the ones inside it.
