Rule - turn on heating when outside below 15 degC

How can I make rule to turn on heating when outside below eg 15 degC?
I have two problems:
1) what to put in the WHEN block? Rest should be ok, like if Temp meter is below 15 then turn Heating on
2) I have double sensor (temperature and humidity) - in the device browse I see the device and I can choose what to see temp or humidity. But in the RULE CREATOR section under devices/meter there I see the "doble sensor" (icon with drop and thermometer) - so I do not know whether it is Humidity meter or thermometer
