Strange behavior with Rules

Hi,
I create two rules like in the pictures attached, to set the value of an OSRAM light when a wall plug Fibaro is ON and power off the OSRAM when the Fibaro is off.
When the first is activate, no problem. But when the both rules are activated when I turn OFF the Fibaro, the OSRAM is never turned OFF.
Worse the Fibaro wall-plug come back ON without command, iompossible to set off.
Bug or I did something wrong ?
