Backup and 3G module

Hello guys,
I'm testing some problems with the internet connection in my area and I was thinking to buy a backup module both because of it and to prevent an energy interruption.
I'm testing the status of the internet connection with the local operator (Telecom Italia) but I'm interested to understand more about the 3G backup:
- Does this function work only when an energy interruption occurs or even only in presence of an internet down?
- When the main route (internet) goes up again, does the 3G backup switch off automatically?
