GUI : option to have the rule window stop sliding back

on the GUI , could we have an option to "freeze" the "rule window" as "always visible" on the right side of the screen so that is stops sliding back when the mouse is no more on the "rule window".
I found it very inconvenient that it always disapears when I move the mouse out of the window. It would be great to have a kind of "checkbox" with the option to "freeze" the window as always visible. I think it would make life more easy when creating or modifying rules.
