PH-PSE02 firmware?

I own a Zipato PH-PSE02, firmware version 1.15. According to the manual, the device should expose COMMAND_CLASS_SWITCH_MULTILEVEL. But it doesn't.
Is this because the FW is too old? Is there an update available that I can perform OTA?
