i cant power on a device for a specific state of thermostat

I have some fancoil valve that i control with climate widget. On a room i have 2 fancoils. On the room i have fibaro multisensor . i have a climate widget that control just 1 fancoil on this room. I want that wheen a climate widget is ON in cooling mode a rules start a second fancoil valve only if are movent on the room and if for 10 minuts are not movement the second valve is stopped. ( i need this rule for have a better fast confort on the room for people presence and less energy use for less people on the room
I try to add some rules but .........my rules not work
