Rule creator tab doesn't stay open?

Is it normal that Rule creator tab doesn't stay open? Rule creator tab closes automaticly every time when cursor moves outside side tab. Very annoying if it is feature!

Yeah, clicking the "Zipato" on the right makes it stay open, it also does for me anyhow.
