Problem with large/complex rules

I have a rather large rule with 15 "if" clauses and 20 actions to change the state of switches. It handles public holiday dates so that that my blinds don't open when I'm sleeping in on a day off (for example). I've found that, if I try to expand the rule further to add vacation dates, the changes are not saved. Also, the puzzle pieces begin to behave strangely (pieces that should fit together no longer do). I've reported this with a ticket.
Has anyone else had problems with large or complex rules?
Incidentally, I'm not sure that the rule as it stands is working 100% because there haven't been any public holidays since I wrote it, but it is correctly setting the working day and weekday switches.
