Allowable state values for virtual switch URLs?

Apart from "true" and "false", is there something like "toggle" that you can set as the value of "state" in a virtual switch URL?

"toggle" works as well as 1 and 0 for on and off. I tested "off" which works, but couldn't get "on" to work.
Also I have noticed for some reason that any virtual switch created on my cluster does not work via url, but on a standalone zipatile it does. Tried creating a few virtual switches and testing this, same result for each.

I've tested it, and only "true" seems to work to turn the switch on. If you use "off" or "toggle", it will turn the switch off, but "on" and "toggle" will never turn it on. It's as if it's saying "I don't know what this is, so I'm interpreting it as "0". :-(
