How to turn on dimmer to last value or use a variable to set dimmer

I am just getting started with the rules creator and I can't seem to find a way to simply turn a dimmer on (to whatever its default or last value was). For example, if I manually dim the lights at the switch I don't want my motion light rule to "gotovalue 100", I just want the lights to turn on to whatever their last dimming level was.
I have two questions about this:
1) Is there a simple on/off action for dimmers to just "turn on" to whatever previous value was?
2) Is there a way to set value of a dimmer from a variable or other device?

What type and brand of dimmer do you use? A fibaro dimmer 2 can have a certain level preset to turn on at, but not last know level, set in its parameters.

This gives me a capability I have wanted badly when trying out other home automation systems. Simply to set the desired light brightness without actually turning the light on. Very useful for setting intensity (dim motion lights at night) without actually turning the lights on (looking at you, SmartThings).
