Merge the synchronise buttons or distinguish between them

I discovered after a long time that the synchronise buttons on the left and the right don't do the same thing. I just assumed they synchronised everything. It turns out, at least according to my experience, that the left-hand one only syncs device changes, and the right-hand one rules.
I think this is confusing. Better to merge them into one button, or at least give them a different appearance.
