Push Notification when backup module is discharging and/or below certain battery level

I have been thinking of setting up a rule that sends me a push notification when my backup module of zipabox is discharging, maybe another when the batery level is below lets say 15%. The problem I'm having is that the backup module shows as a "meter" in the rule creator, therefore I cannot use IF, WHEN statements to start the rule, I wouldnt like to have to use the schedule block to check the status and battery level. This module is attached to zipabox and we should have the ability to use the status changes in the rules. Anybody has achieve this? any ideas?

You have to use a operator puzzle not a sensor. The operator puzzle will be used with the battery meter. See attached. It also has the option for battery normal or battery discharging. This way you can have notifications so all type of levels or states. I have a wait command for power resumed to give my router enough time to boot back up after a power failure.
