Rule with else condition not working

I use my Foscam Ip camera to trigger HTTP calls upon motion trigger. To make this functional i reset the HTTP sensor after 1 sec (Monostabile). This is no longer working. If I trigger the motion sensor and the HTTP sensor change state to be TRUE but the rule do not reset it back to false.
