Rules are not synchronized

When I create rules they won't activate on my zipatile. Is there an option to see which rules are synchronized to know which will be actually used. I can't find any explanation in the knowledge database.

When you are working with rules you need to push synchronize button on right side of the web console.
Left one is only for system and right one is for rules and system.
