you wanted the Rule to be executed at a random time so I have attached two Rules that turn the light On or execute a Scene at a random time between 18h and 23h To accomplish this I used wait puzzle and random between 1 and 18000 sec.
First Rule is triggered by a scheduler so you will probably use it if you want it to be executed daily or periodically at certain days of the week and a second one with a switch so it can be triggered at special events and not every day or every week. You can use a virtual and not a real switch in the When part of the Rule.
