will this rule turn the lights:
on at 11:25 then off at 19:00
then on again at 20:30 and off 23:30?
will this work??

If you configure scheduler to use repeat every 10 minutes and starts on 11.59 you can make this rule trigger every 10 minutes every day, You need to modify your IF operators because second IF will never trigger if you leave like this.
Consider stacking IF operators underneath of each other and action to turn off separately on the end of the rule.
