why is this rule not working

Hi!
Can someone explain to me why this rules doesnt work? It always send the first textmessage. I want it to send the first textmessage if the siren is active and the alarm has been trippen. I the siren is active but the alarm has not been tripped i want it to send a different message. Otherwise i get a alarm message when the siren is low on battery and does a short beep.
