Zero or negative wait

What is the expected behavior when supplying 0 or a negative value to WAIT?
I would expect that the result would simply be no wait at all in both cases. It looks like 0 seconds WAIT makes the rule stall, or perhaps stop though. So do I have to store my calculations and test for >0 before using the result in WAIT?
