Hello i am considering the zipa tablet and i have 3 questions: 1) is the tablet able to send notifications when a power failure occurs? 2) is the tablet able to manage 3G usb dongles? 3) is it possible to use the camera for detecting movements?

No, but you could make something with tasker for this.

Not tested it but it there are some app's out there that can detect movement.
