It could that sync, inclusion or some other process is in progress while you are trying to do something else...

meh - it ended up working a few minutes later - not sure what was going on but it was frustrating at that time

I have seen this too. Unfortunately, one gets the horrible feeling that one is not in total control of ones own system. When these errors occur customers get a feeling that their systems are vulnerable to external influences.
