Newbie question about virtual device

I'm newbie and I'd like to know if it's possible to configure a new device as virtual device to get, for example, the temperature from a weather service like yahoo, meteo.it or something like them.
If it's possible how to configure the virtual device?

We already have a virtual weather station device.
Go to "Add device" and choose "Weather station", press "Join", then enter desired location and save.
You would get a new device which you can use on Dashboard and in Rules creator.
