Time zone problem in puzzle creation

Hi,
I just discovered that time zone information configured in dashboard general section is not being used properly in rules. I have a test rule using "if time now is between 19:00 and 23;30" then do something and that rule will only execute if I use European hours instead of my local time zone (I am EST in Canada).
