Alert consumption threshold

Hello,
I measure the electric pump consumption with Everspring AN158 module and it works fine. In operation, it consumes about 400W and 0W to stop.
I try to create a rule that sends me a warning (by http request) when the pump is switched on (the power consumption is different from 0) and sends me another alert when the pump stops (consumption = 0).
I got to make a rule but the alert is sent in a loop, then I would receive once, ie when the threshold is crossed. How could I do?

No, I have not tried this rule because I think it does not fit. My AN158 module is always in the ON state and it is my well pump that is automatically activated using a float with the water level. Probing the power consumption, I try to know the start and stop of the pump.

Im not doing the same, but i guess you could take some pieces and create your own rule. I check every hour if the refrigerator did not start. If yes, then alarm.
