Problem to delete and register Switch FGS-211 Fiabro

I should replaced my zipabox to malfunctioning Z-Wave.
I received the new this week. I have unregistered all my Z-wave devices in register it.
I have a problem with 2 switchs FGS-211 fibaro. I can't delete it.
I take a factory reset (fibaro procedure), but nothing. I can't register or delete the device.
Can you help me ?
