Rules, wait and temperature

Hello.
I need help to create a rule that starts my engine heater on my car.
At the moment the rule starts by my google cal with IFTTT and a http sensor and works like a charm. And now i ordered a temperature sensor and want to include it in the rule.
I want the rule to wait before starting the engineheater depending how Cold it is outside.
-30 Celsius, Dont wait
-20 Celsius, wait 1 hour Before start
-10 celcius, wait 2 hours Before start
