Right click on the rule then rename.
You need to save it before.

One more thing...
1-Save
When I start a new Rule it has the name on-top (My rule date-time) that´s okey.
But you could ask for name (like rename) when I save it.
2-Rename
okey I rename my Rule.
But still after that the name on-top is the old name, and in the list the new one!
BUG!
3-clear the workbench
4-open the rule again for edit
Now I have a other name on-top "Rule 22" not the same as in the list...
BUG!
