Blinking with all lights when alarm is tripped

I'm trying to blink with all lights when the alarm is tripped but not disarmed.
Tried a couple of different solutions but none that worked. The image below is the one I think is most correct but it never starts blinking.
What is the problem with this solution?

Does it work without the Repeat block? I found the repeat block a bit unreliable. However if I saved and synced multiple times it seemed to "settle down". Crazy but true.
