Example of randomw time between in a rule

I'm trying to create a rule that runs a scene randomly between 16:00 and 18:00. (To switch the lights on)
After that I like to run a 2nd scene randomly between 19:00 and 21:00 to change the lighting.
After that I like to switch the lights off randomly between 22:00 and 00:00.
Grateful to all examples or advises because I can't get it to work...
Mainly because I don't understand how to use random time between puzzle

I have understood that the "wait" command is not so good to use.
I can have understood this wrong but while the rule is waiting no outher rules are running?
I was hoping for help to understand the puzzle "time between X and X"

The "wait" command is not that bad.
But I really would like to get a function like: IF no motion FOR 1h (means if there is no motion during that period)...that would be really useful
Concerning the "wait" command, it will not stop other rules from running, it is only concerns the rule it is built into.
