Problem with rule "WHEN clause has no event dependency"

Can someone tell me what is the issue with this rule? When I try to save I get the error "WHEN clause has no event dependency". I'm trying to run a scene every hour during a certain schedule, I have a variable that its turns ON for 15 seconds, every hour already, and want to use that variable to trigger this rule.

The problem is with the variable in the when puzzle. I just tried the same and same error. You should replace the variable with a virtual sensor or other virtual device.
Im not sure if this is fine, but currently the only way to do. Looks like variable cannot trigger a rule.
