what is the Mobile Number format required to send a SMS??

Hi,
I am trying to test the SMS alerting from the Cloud. My wallet is not empty as I understand I will be charged for this.
what I've done is create a test rule using a scheduler trigger. It goes to 2 actions: sending an email (works fine) and sending a SMS ( doesn't work but hopefully I am not charged :) )
The question has already be asked, but no answer as far as I read well: what is the right format for the contact number?
from the country version, for example 06 83 56 XX XX in France, is it 00 33 6 83 56 XX XX or +33 6 83 56 XX XX or something else?

I entered that format in mobile number (french number) but I am not receiving calls/sms ;(
