Refresh all is usefull in rules eg. if you use a when statement, wait and then want to check statements refreshed if some device might changed state from execution start.

Not sure if it will help, but here is my own experience.
I had the following rule :
1) Put Swithch 1 Off
2) Wait 20 seconds
3) if Swhitch 1 off than send message " switch OFF" Else Send message "switch ON"
When I Activate the rule, the switch 1 was immediately put OFF (I could see the switch put off in the GUI, and physically, the switch was really off). But when he rule was testing the status 20 seconds after, the rule was always sending a message with "Switch On"... so the rule was considering the switch "On" while it is in "Off" state.
I opened a ticket and the support told me to add a "refresh all" action after "wait 20 seconds".
